Description The Head of Compliance (PCF-12) holds the primary regulatory relationship with the Central Bank of Ireland. The individual is responsible for the strategic direction and operational execution of the compliance framework, ensuring that TIL remains fully aligned with evolving regulatory requirements. Regulatory Engagement: You possess a demonstrable track record of successfully managing direct relationships with national competent authorities (e.g., the CBI or FCA). This includes a sophisticated ability to lead regulatory inspections, handle complex inquiries, and maintain a transparent, professional, and credible dialogue with regulators even during challenging discussions. Governance: You act as a trusted advisor to the Board and Senior Management Team, providing constructive challenge and expert guidance to ensure business objectives are achieved within the firm's regulatory risk appetite. Compliance Lifecycle Management: You have a proven track record of designing, implementing, and managing a comprehensive compliance program for a financial services business. This includes demonstrable expertise in overseeing regulatory engagement, compliance monitoring, policy lifecycles, regulatory reporting, regulatory horizon scanning and firm-wide training initiatives. We are seeking a competent leader who has successfully managed the operational complexities of a full-scale compliance function within a regulated environment. Regulatory Knowledge: You possess a comprehensive understanding of the relevant regulatory requirements for payment services, including the Payment Services Directive (moving toward PSD3/PSR), Safeguarding standards, DORA, F&P Standards, AML/CTF, and Consumer Protection frameworks. Team Management: You have previous experience managing a team with varying seniorities, and motivating a team to deliver objectives to support company performance. Experience: Exposure to senior compliance, risk, or regulatory experience, preferably within fintech, payments, or banking. Previous PCF approval was preferred. Skills: Exceptional stakeholder management, good organisation, conflict resolution, analytical thinking, and strategic risk assessment abilities. Fitness & Probity Approval: As this is the Pre-Approval Controlled Function (PCF-12) under the CBI’s regime, the employment is conditional and the candidate must pass rigorous probity, competency, and financial soundness checks. Demonstrate a ‘can-do’ attitude with a willingness to be hands-on in a scaling environment, ensuring operational tasks are executed effectively alongside high-level strategic management. Ability to operate effectively within a management team and engage with Board-level stakeholders. Proactively identifying improvement areas and creating processes to support future growth and expansion. Seeking out opportunities to add value and improve speed of execution for the operations of the team. Not afraid to get stuck in and build things from the ground up. We would be particularly excited if you have Comprehensive knowledge of European and Irish financial legislation, regulations and regulatory trends ideally in payment services regulation. Prior experience as a PCF-12. Experience working at a technology company, payment network, or financial institution and familiarity with the payments industry domain. This is a Pre-Approval Controlled Function (PCF-12) under the Central Bank of Ireland’s (CBI) Fitness & Probity regime and is subject to regulatory approval. Don’t meet all the requirements?
