The Position

Reporting to the Access & Corporate Affairs Head, the Public Affairs & Communications Value Partner is responsible for developing and implementing external affairs and communication strategies that support medium- to long-term policy shaping.

This role contributes to public policy efforts with government institutions, professional societies, and internal stakeholders, while strengthening Roche Romania’s visibility and reputation as a responsible leader in healthcare. The position also oversees media relations and collaboration with external agencies, including responsibility for execution and budget management.

Key Responsibilities and Accountabilities

Public Affairs:

Develop and implement external affairs and communication strategies to support policy shaping, including value argumentation and health economic analyses

Expand the company’s involvement in public policy development and ensure readiness for future healthcare needs

Strengthen Roche’s visibility and reputation among key stakeholders (government, industry associations, civil society)

Represent the company in industry associations and meetings with local and international authorities

Provide guidance and leadership on public policy shaping initiatives and best practices

Collaborate with professionals and policymakers to develop industry positions

Monitor healthcare reform trends and communicate insights internally

Build and maintain relationships with key external stakeholders and professional bodies

Communications:

Assess and shape the media landscape through monitoring and strategic planning

Lead media activities (press releases, briefings, interviews, events, and media training) and prepare media statements

Act as the main media contact, managing both proactive and reactive media relations

Support product communications and market-shaping initiatives in collaboration with cross-functional teams

Collaborate with regional and global teams to implement corporate and product communications

Manage communication projects and agency relationships

Track and evaluate communication performance, providing recommendations to senior leadership

Develop clear, engaging materials translating complex data into accessible content

Monitor competitor communication strategies

Who You Are

University degree in Medicine, Pharmacy, Life Sciences, Communications, Journalism, Public Relations, or related field (Master’s degree is a plus)

Proven experience in public affairs and communications (5+ years), ideally in pharmaceutical, biotechnology, or related industries

Strong knowledge of the Romanian healthcare system and global industry landscape

Experience in healthcare policy is highly preferred

Proven track record in policy-shaping strategies and multi-stakeholder communication

Solid understanding of pharmaceutical legal and regulatory frameworks

Local and English language proficiency (written and spoken)
