Job Description:

What is the Role?

The SEAM organization integrates Safety, Environment & Asset Management activities and positions from all lines of business (Integrated Gas, Downstream & Upstream). With a broad geographical footprint, this enables the team to support Shell’s business & assets around the world.

VP Carbon, Environment & DSR is accountable for Group Environmental Framework, analytics and modelling in support of Net Zero Emissions and Net Carbon Footprint aspirations, delivery support to the businesses for limited, high impact carbon and environment aspects, standard environment and carbon products, solutions and opportunities, Technical consultancy and/or brokering environmental solutions, Carbon and Environment People Capability & Skill pool Development (GDHs), Environmental Partnerships, C&E GPOs: Green House Gas, Soil and Groundwater, Ecosystem services, circular economy, product stewardship, Carbon and Environment due diligence for New Business Development. The SEAM GMs report into this role, providing HSSE support to the Shell businesses.

What we need from you

The Soil and Groundwater Solutions team is a diverse and inclusive global team which delivery model is benchmarked as Industry leading to top quartile for all areas of its activities.  Reporting into the SGW Regional Manager for EUSA (Europe & South Africa), the Soil and Groundwater (SGW) Senior Program Manager is responsible for safely managing soil and groundwater liabilities and delivering the SGW Sustainable Risk Management program for all businesses within assignment area. Project portfolio includes multiple Classes of Business (CoBs) across multiple countries and regulatory regimes, with a strong focus on Mobility UK.

Accountabilities:

Drive Goal Zero culture with environmental consultants and their subcontractors using Learner Mindset, Human Performance and other approaches to deliver Goal Zero

Perform the legal health and safety duties of the ‘Client’ on behalf of Shell under the UK Construction and Design Regulations (CDM)

Develop risk management strategies for reducing soil and groundwater liability in assigned portfolio, including complex environmental projects, sites in litigation and due diligence

The portfolio includes projects ranging from initial assessment through remedial action planning, remedy implementation, project management and closure in the most cost-effective manner to deliver the business objectives

Lead development and management relationships with both internal and external stakeholders (i.e., regulators and communities) to deliver cost effective sustainable risk management strategies and appropriately manage technical and non-technical risks

Principal focal point for SGW business partners and SGW consultants on program delivery, performance within approved budgets and delivery against Key Performance Indicators (KPIs)

Drive replication of best practices and identification of continuous improvements for managing SGW projects across portfolio

Oversee and ensure proper implementation of the Program Delivery Model and technical assurance processes

Ensure that Shell SGW standards are met on all projects, including requirements in the SEAM Framework, RBSAM and Technical Position Papers (TPPs)

Develop and maintain relationships with internal business stakeholders within portfolio, ascertaining deep understanding of their business drivers to develop appropriate sustainable risk management strategies

Develop budgets for business stakeholder consideration in annual Targets and Resources planning

Develop environmental liability estimates (i.e. lifecycle cost to closure) in compliance with Downstream Environmental Liability Policy for all projects within portfolio

Manage financial approvals and spending with environmental consultants and ensure compliance with the SGW Financial Approvals Process

Manage and track OPEX, CAPEX and provision budgets and the interactions between them, coordinating with business and SBO financial stakeholders as well as internal SGW stakeholders and supporting the maintenance of accurate financial data in the SGW ENFOS system

Coordinate advocacy efforts to influence regulations, support development and approval of sustainable risk-based approaches, and lead implementation of sustainable risk-based strategies within portfolio

Maintain appropriate records in compliance with SGW processes and Shells Records Management policies

Special Challenges

Working across multiple regulatory jurisdictions, establishing credibility and trusted working relationships with regulators and driving sustainable risk-based approaches.

Working on complex projects with high reputational and non-technical risks.

Work within framework of Group Environmental Solutions Strategy (GESS) approaches and guidelines, developing ways of working with SGW consultants to drive mutually beneficial collaborative working relationships.

Working closely with stakeholders to understand business objectives and delivering SGW projects within those objectives in a timely and cost-effective manner.

Driving decision making with limited data.

Delivering at pace to support acquisition and CAPEX investment timelines set by the business and driving consultants to do so.

Approximately 20% of travel will be required.

What you bring

Master’s degree in engineering/science, preferably in environmental/geology/hydrogeology/engineering discipline.

Expert in Contaminated Land Management (CLM), Soil & Groundwater Subject Matter Expert

A genuine passion for (HS)SE.

Extensive years of experience in environmental project management, remediation, risk assessment and liability.

Ability to lead, influence, persuade and deliver in a manner suitable to various stakeholder groups.

Negotiation and stakeholder engagement skills.

Strong aptitude for Learner Mindset and Continuous Improvement.

Strong interpersonal skills, ability to challenge and ability to build internal and external relationships based on trust and to integrate across multiple businesses and functions.

Analysis and decision-making skills.

Proven track record of contract management experience and skills (managing / improving contractor performance on complex projects and for portfolio of projects).

Proven success in delivering and managing change.

Familiarity with UK SGW regulations (as implemented via the planning system) is a plus.

Knowledge of Shell financial systems and data management systems such as ENFOS, GSAP and SharePoint is a plus.
