Chief Technical Adviser (Team Lead)
HAUS Finnish Institute of Public Management is a state-owned company that provides training and development services to the state administration. HAUS has extensive experience in global public sector reform and development projects, having been involved in over 50 international government projects for over 20 years.
We are hiring a Chief Technical Adviser (Team Lead) for an EU funded project on Public Administration Reform in Moldova.
Background:
Since gaining EU candidate status in June 2022, the Republic of Moldova has been implementing an ambitious Public Administration Reform (PAR) agenda to align with EU standards. The Government adopted a PAR Strategy for 2023-2030 and an operational Roadmap that set priorities, timelines, and responsibilities, in line with EU and OECD/SIGMA principles. A key challenge remains effective implementation, coordination, and monitoring, particularly strengthening the central government to steer complex reforms.
Priority areas include modernizing human resource management (merit-based policies, career frameworks, remuneration reform, and an interoperable HRMIS), accelerating digital transformation of internal systems and public services, and improving transparency, access to information, and service-quality monitoring.
The EU-funded Action, managed by HAUS in close partnership with the Estonian e-Governance Academy (eGA), has a total budget of EUR 5 million. The project will deliver peer-to-peer support and leverage expertise from EU Member States to bridge implementation gaps, strengthen capacity at the central government level, and advance Moldova's commitments toward EU accession.
