Expert (Project Manager) Digital Economy Package Philippines
HAUS Finnish Institute of Public Management is a state-owned company that provides training and development services to the state administration. HAUS has extensive experience in global public sector reform and development projects, having been involved in over 50 international government projects for over 20 years.
We are currently seeking qualified candidates for the fixed-term position of Expert (Project Manager) to work for the Philippines Digital Economy Package (DEP) project.
Background:
The Digital Economy Package (DEP) is an initiative funded by the European Union and Ministry for Foreign Affairs of Finland designed to strengthen digital connectivity and digital transformation in the Philippines. The programme supports the country in becoming a regional digital connectivity hub, while promoting secure digital infrastructure, data use, and digital skills development.
The project consists of several Specific Objectives (SOs), and Finland is responsible for SO 3 (Budget EUR 6 M) focusing on capacity building and policy support related to spatial data management, cybersecurity, and 5G/6G connectivity. The component also promotes the use of Copernicus satellite data and earth observation applications to support disaster resilience, environmental monitoring, and public sector decision-making.
Key activities:
Training and workshops on earth observation and satellite imagery
Development of pilot digital services based on Copernicus data
Capacity building on cybersecurity and protection of critical infrastructure
Policy and regulatory support for 5G/6G rollout and digital connectivity
The project is implemented in close collaboration with Key stakeholders Philippines, including the Department of Science and Technology (DOST), the Philippines Space Agency (PhilSA), the Department of Information and Communications Technology (DICT), and other national agencies.
